I got the new router today. It's the same model, but a newer revision. Hooked it up and still got the slow upload speeds. Called Verizon, and got a much more professional tech this time. He couldn't help me, so he said the "head of the IT department" was going to help both of us out. I could hear the guy talking to the tech, telling him what to tell me to do.
-They said to go to speedguide.net > Broadband > Broadband Tools > SG TCP/IP Analyzer -They asked me for the Default TCP Receive Window (RWIN) value, which was 66792 -The "head IT guy" said a value of over 1000000 would indicate problems on Verizon's end, but the value I was showing indicates a problem on my end. -They said it could be a problem with the NIC card (whatever that is) or something else. So, that's where I'm at. Suggestions? Where do I begin?

Oh, if that's what you meant, then yeah -- I had already tested my connection's speed via my HTC One S. It's getting the same throughput that my PC does.
edit: Scratch that. Just ran 5 speedtests on my HTC One S (WiFi, duh) and I got 22.09, 6.36, 11.19, 18.19, and 18.19 Mbps up. Immediately ran 5 speedtests on my PC (wired to Verizon router) and got 7.18, 7.34, 5.25, 6.63, and 7.47 Mbps. So maybe something is up with my PC.

The NIC is your Network Interface Card. AKA, Ethernet card. It's possible the ethernet port is bad. If it's on the motherboard, and your computer only has the one, you can try a USB 2.0 network/ethernet adapter. Other options are to buy an add-on PCI (or PCIe depending on age of machine) GigE ethernet card or a USB wifi adapter.
