if you choose judiciously, you can have a totally awsome and affordable kit. a relatively cheap kit that would produce amazing low-light portraits would be getting an entry-level slr body paired with a fast (f/2.0 or below) 50mm prime lens. 50mm lenses can be dirt cheap (canon's 50mm f/1.8 is like $80) and have great optics.
